I'm a native speaker. Actually, I thought about it, and the only way it could be insulting would be if it was spelled as "черные - псы" (with a dash) which would translate as "black (people) are dogs". But it is spelled as "черные псы" which is more like "black dawgs" if that makes sense lol. So there shouldn't be anything problematic with a hoodie itself, though now when I looked at it specifically I saw a few people making racist comments about how they should have added a dash.

추가) It is slang, it is derogatory term toward black people in Russian. The spelling of dog is in the way of a swear instead of the actual animal.

That's weird. As a native Russian speaker I've never heard this term used in a racist context. There are plenty words that people use to insult minorities or black people in Russian and черные псы isn't one of them as far as I'm concerned. I don't think there's something wrong with the word псы too. It could be a way to insult someone, but could be something like "dawg", or just literally a male dog lol.
